Lou created the PAPEN Weekly Bulletin, then published 340 consecutive issues from 1993-2000. For the first 200 issues, he never missed a deadline. The four-page publication featured news of the organization, including schedules and coming attractions, plus networking tips and PAPEN People at Work, a series of career success stories. Every issue included at least two inspirational quotations. Most years, there was a humorous Christmas issue.

The Bulletin was distributed in paper form, and electronically by email and fax, to over 200 people each week. During its seven-year life, over 50,000 copies were printed at no charge by Office Depot, and personally folded by Lou.

Lou also had a stake in the Library Reporter, a publication that exposed incompetence and corruption at the Allegheny County Library Association. Lou never confirmed or denied his involvement in this anonymous samizdat, but some people thought he was its writer, editor and publisher.

Library Reporter had about fifty issues in the mid-1990s. It was distributed to government officials, public librarians, and other interested parties, and was instrumental in cleaning up an organization that promoted the distribution of pornography and spent public money in highly questionable ways.

He also created USS Rankin News, the periodic newsletter of The USS Rankin Association. Published irregularly at first, in 2007 it was a four-page color newsletter mailed quarterly to over 1,250 members of the Association.
